It's the "creepy sonic" screen you can get from the sound test in Sonic CD. It reads (roughly) "Fun is endless - The Devil." Sega put it into the original version of Sonic CD for the saturn but when people found it and parents got mad they apologized and took it out of later versions.

Well, sorta. The Cutting Room Floor says it's "Fun is infinite with Sega Enterprises. - Majin", and this is in every version of the game (including the re-release last year).

Still weird as hell, though.
