In older versions (that had like only five wallpapers) this was a extra wallpaper you could use by selecting some extra option. I think it could have been a placeholder for your own wallpaper.

Okay, thanks everybody. Playing around the wallpaper options, I've managed to set it as the current wallpaper, it appears to be a placeholder for wallpaper artists.
Also, not quite related, but is there a way to get to the area in >>599's pic in the latest version? There's only one plate of cheese in the toy world now…

I always thought you were supposed to replace it with a wallpaper of your choice for extra customization. No idea if that works though.
