I don't know how well known the artist "she" is, but they're pretty good for electronic and techno, that can be either calm or upbeat and exciting, with cute female vocals, and is kinda J-pop but usually in English.

Ever listen to Onoken? He's a combination of electronica and instrumental. It depends a bit on the song, really. He sometimes uses female vocalists in his music as well.
