Just a bit of a preemptive thing. I use Gel-based make ups, so other techniques probably won't work the same way.
Anyway, first of all you're going to want to map out an area where you believe the "bags under your eyes" are going to be. Usually doing so with a very light make up shade that you can see through, or a darker for easier mixing, and once you've mapped it out, place small specks of black, and a bit of purple. Mix the FUCK out of them for a bit of an altered shade of skin - However using too much might make you look like an Mega-Goth so be mindful of that. You can always remove some, or touch it over later if you don't like how it turned out.
After this, making your skin look pale and sickly is always a good thing since sleep deprivation usually does this to you as well. areas where you've got red skin [My cheeks for example] are where you're going to want to focus on most, to avoid bleed through of your make up. The more sick you can appear, the better. Afterwards, if there is any excessive make up in some areas such as TOO pale of skin, or too much darker shades, try using a natural skin-shade powder to lay on-top of it. This can also be used for a good blending technique if you do wounds and the likes for later cosplays.
However, I promote just testing out your own styles and trying what you think is best! It's always the best when you try out and do things on your own, doing your own make up over and over again - especially with SFX make up - WILL make the applying process easier, and over time you'll learn more techniques, and eventually get your own style on how to do things. :]
