i believe that character is referred to as Organoid, according to the website Madotsuki's Closet. It comes from LoudMan01's well known Yume Nikki LP. Can't say much about the people standing on the cliff though.
on an unrelated note, doesnt the sky garden seem more like a park to anyone? or is it just me? sky park. sounds less dream-y though.
