That's what I thought the first time I saw it. But if the webhost changed their policies they would be putting random ads over the entire site. This one is replacing content of the page instead of just being added, and it is only on this specific part of the site, not everywhere like normal ads woud do.
And the best part, if you click on it you'll be sent to a RPGMaker games browser ports website. And one of those ports is of course, Yume Nikki.
So, the advertise is not only replacing content of the page but it's also directly related to YN. And I don't really think that's the webhost fault.
It could still be a japanese spambot or something similar that targets rpgmaker sites and anything related to those.
A better question to ask would be how/why the website is still up. I'm assuming it's part of a host and so would be indefinite, right?

Yes, at the end nobody really knew what happened and no one really cared about finding an explanation for that incident. In fact, this is the third time to my knowledge the site is modified without updating the site history. If you check kikiyama's website on Wayback Machine you'll see that in 2009 there was a link to a music website in the page, and at some point between 2009 and 2011 that link was deleted but the date shown on the main page remained as 2008 even with that change.

Sounds like the files were copied to another server or something. Since they were copied at the same minute it was probably automatic, and looking at how the html files are structured they probably used an editor. That host probably has a site builder or something that generated new files when they added the banner.
Interesting, June 4 2015 is also the date when the site became online again after being offline for some weeks.
